RTA announces Phase II of Hessa Street Project as Phase I nears completion

Dubai’s Roads and Transport Authority (RTA) has awarded the contract for Phase II of the Hessa Street Development Project, as work continues to improve one of the city’s busiest traffic corridors.

The upgrade covers the stretch between Al Khail Road and Sheikh Mohammed bin Zayed Road and is designed to ease congestion and improve travel times for residents across several major communities.

It will include the construction of bridges and a tunnel, alongside improvements to intersections and access points along the route.

Officials say the project will double road capacity from around 4,000 to 8,000 vehicles per hour and cut average journey times from about 24 minutes to just five minutes and is expected to benefit around 650,000 residents in areas including Jumeirah Village Circle, Al Barsha South, Arjan and Dubai Science Park.

Phase I is set to open in April. That stage includes upgraded intersections, new bridges and dedicated cycling infrastructure, including tracks designed to support e-scooter use and improve connections between residential neighbourhoods and key destinations.

RTA Director General Mattar Al Tayer said the development forms part of wider efforts to expand Dubai’s road network in line with population growth and urban development, while improving traffic flow and supporting more sustainable forms of mobility across the city.
